Why ROAS alone is the wrong scoreboard
ROAS is a ratio of revenue to ad spend inside one platform's dashboard. It says nothing about your margin, returns, discounting, or whether the customer buys again. A buyer can lift it by rebuying people who were going to purchase anyway. The dashboard goes up, the bank account goes down.
So this list judges on lifetime gross profit to CAC: the profit a customer produces over their life against what it cost to acquire them. That nets out discounts, returns, and cost of goods. The math is in eCommerce unit economics, and it is why a 2.1x account can beat a 4x one.

The purest Meta specialist here. A badged Meta Agency Partner running "$6M/month in managed ad spend" and producing "more than 1,000 unique creatives monthly" in house. Its results name brand and movement: Cat Person at "-13% CPA while scaling spend", Halfday Travel at "69% revenue growth". Clutch: 4.9, 13 reviews, with a $5,000+ minimum project size listed there. Honest limit: no published revenue band to check your own size against, and case studies that mix small lifts with large brands.
4. Pilothouse
A Victoria, British Columbia shop selling Meta ads and creative production alongside Google, TikTok, and Amazon. Its results are the most legible per client here: Benchmade with "Meta revenue increase by over 200%", RUX where "ROAS went from less than 1.0 to 4.5". Honest limit: no Clutch profile found, no minimum published, no price on its site, so every checkable number sits on its own pages.

The clearest fit statement here. A London agency that states the one-roof model outright: in-house Meta ad creative covering high-production, UGC, and design concepts, plus Meta media buying. It reports "250+ brands" and "£170M+ spent on ads", specific about volume: Pure Pet Food with "521 CREATIVES LAUNCHED AND CPA DOWN 15%". Honest limit: no Clutch profile found, no minimum published, no price on its site, no revenue band, bare percentages.
7. Sweat Pants Agency
A Nashville shop selling Meta advertising, creative services, and email as a full-service in-house team, built for "DTC and subscription brands $3M to $100M+", one of the wider published bands here. It reports "$350M+ ad spend managed", and names Hunt A Killer and NutriSense. It lists a $5,000+ minimum project size on Clutch. Honest limit: its Clutch mix is roughly 70% email, so the outside record mostly documents email work.

A New York agency selling full-service Facebook and Instagram ads with an in-house Creative Studio covering video, photoshoots, copy, and design. It reports "$357M revenue generated", and works month to month, with no minimum found on Clutch. Honest limit: one Clutch review, thin for that claimed volume.
9. Power Digital
A San Diego shop running paid social inside a wider mandate that includes PR and influencer work, and it says it will design all the social ad creative for your brand. Named clients reach scale: Crocs, ASICS, Alice + Olivia. Clutch: 4.8 across 66 reviews, the deepest outside record here, with a $5,000+ minimum project size. Honest limit: Meta is one line item among many, so your attention tracks your size.
10. Darkroom
The only agency here that publishes a price before the call. Its services page lists Paid Media Management from $5,000 a month, Performance Creative from $8,000, and Growth Strategy from $10,000, for clients it calls mid-market and enterprise consumer businesses. Honest limit: zero Clutch reviews and no minimum found there, no case study numbers, and no word on whether Meta creative and buying share a team.

The enterprise option. Meta sits under paid social, with teams spanning creative, media buying, and measurement, alongside search, Amazon, and TV. Published results include DSW at "-29% incremental CPA". Questions to ask any Meta ads agency

Question two sorts the field. Any agency quoting a ROAS target before seeing your margin, repeat rate, and CAC is guessing: that figure belongs to your account, not their skill. Question four matters because creative volume moves Meta accounts, which is why our ad creative approach starts there.
Who should not hire a Meta ads agency
Plenty of brands searching this phrase should keep the retainer.
- Your unit economics do not survive paid acquisition. If a first order throws off less gross profit than the customer costs to acquire, and repeat purchases do not close the gap, an agency makes the losses arrive faster.
- You are spending too little for a test to mean anything. Creative testing needs enough daily budget for a result to be signal, not noise.
- Your offer or product page is the real problem. Meta cannot sell past a page that does not convert. Fix the page and the offer first.
- You want someone to blame. Agencies need account access, creative approvals, and fast decisions. Outsource ownership and you get a generic account.
